Assam Cabinet eases land conversion for small units and solar projects

A Cabinet meeting on 23 June cleared a land reclassification amendment, lighter norms for private universities and single-window registration for homestays.

The Assam Cabinet on 23 June 2026 approved a set of decisions aimed at simplifying rules for investors, educators and the tourism trade. Chief Minister Himanta Biswa Sarma announced the outcomes after the meeting.

The biggest change concerns land. The Cabinet cleared an amendment Bill to the state law on reclassification and transfer of land, which will be placed in the next Assembly session. Once passed, farmland can be converted automatically for micro, khadi and allied enterprises and for solar power projects, without prior approval from district commissioners.

Education and tourism

The Cabinet amended the Assam Private Universities Act, 2007, to lower the minimum land and endowment fund needed to open a private university. Some rules for private schools were also relaxed. New tourism accommodation rules bring single-window registration for homestays and similar stays, with automatic renewal every three years.

Other decisions included Rs 9.75 crore for a voluntary retirement scheme for executives of the Assam Tea Corporation Limited. Licences of fair price shops were extended from 30 June to 31 December 2026 so that grain supply under the National Food Security Act continues without a break.
